In a change of command ceremony held last December 16, 2000 at the Ancheta, Pagsubiron–Cruz Hall at Central Philippine University, Col. Cesar Ledesma, Jr., Outgoing Division Commander, 61st ID (SRES) PA, turned over to Col. Norberto J. Teves, Jr. the command of said division by reading the relinquishment of command while the latter accepted the responsibility by reading the assumption of command. No less than Col. Edmund G. Pacada, Commanding Officer of the Army Reserve Command, came as guest of honor. In his speech, Col. Teves recalled that it were the men of the 31st division that gallantly fought the Japanese invaders during the second world war. He vividly recounted how he cheated death when the Japanese bomb fell 20 feet away from him and how his sister died during that time. He promised Col. Pacada one battalion from each school in one hour from call.

Col. Teves has been commandant of the CPU CAT-1 unit for many years and has recently authored a book for CAT-1 students. The book is being published by Mindset Publishing Co. and printed by Makinaugalingon Press.
